Smart Cities for All (TÜBİTAK 3005, project no. 223K162, [01.02.2024-01.08.2026]
Coordinated by Sakarya University under the TÜBİTAK 3005 programme for innovative solutions in the social sciences and humanities, with a budget of 1 Million Turkish Lira, the project developed a citizen-centred smart city strategy and action plan for Sakarya Metropolitan Municipality within the quadruple helix model of governance. Fieldwork covered all sixteen districts of the province and drew on 145 stakeholder representatives from public institutions, universities, industry and civil society together with 1,258 residents, so that institutional priorities could be tested against the priorities of residents themselves. The project delivered two original measurement instruments, a validated socio-political smart city model, and the proposed Sakarya 2025–2029 Smart City Strategy and Action Plan.
